The Issachar Project was inaugurated in Phoenix, Arizona on February 21, 2009 when psychologist Steve Kossor addressed a group of about 70 people who had gathered to learn more about the opportunities that exist within the Medicaid system to fund behavioral treatment for children with Autism and other disorders using the EPSDT funding mandate. Over the years, the Issachar Project has grown to include a 380 page reference book by Steve Kossor which was published in April of 2016 and is available on Amazon for $72.
